Last night Brazil vs Uruguay went to penalties(2-2 during match). They were tied 4-4 and went to sudden death, Brazil scored but the Uruguayan kick got stopped. The Brazilian keeper moved off the line 3-4 steps before the ball was kicked. The Uruguayan player tried to complain but it was too late, Brazil were celebrating, fireworks were going off, some guy in Rio got laid, etc.

What is the rule on keepers moving off the line in a penalty? What is acceptable 'movement'? Can the kicker stop his run if he sees the keeper move up?

Unless FIFA have made some gay rule change in the past year, you have to stay on the line until the ball is kicked. Should've been taken again.

The problem is there's no consitency. In the CL final between Milan and Juve a few years back, the two 'keepers took advantage of it and FIFA clamped down on it the next season, I think several penalties in the prem had to be retaken but now refs don't seem to have the balls to have them retaken.
