penalties would have to decide who moves on. the last two matches from every group would have to be decided by penalties.

The official rules from FIFA say that if such a case should ever happen, they'd abandon the tournament and replay it in Nigeria the following month where you apparently get shot for drawing football matches.

i say, allow 6 from the two weaker sides with 5 from the two stronger sides to face off in a Golden Goal atmosphere. the two nations that formed the winning side advances.

If all the teams have same points, what decides? Goal difference? Or who scored most goals? Does goal with hand counts in group stage too, or is that reserved just for play-offs?

GD and 'away' goals would determine who goes through i think. and it's reserved for the later stages love. but dives and nonhonest penalties are worth bonus points at any stage of the competition.
